The current law states that you will not get a resdience permit (tidligere vignettet) until your application has been approved by the Ministry. You must then apply for it in person at the border control when crossing Norway, or from abroad to the police station where you are registered as living. Afterwards you can extend this residence permit every three years if they consider you an integrated part of society and have fulfilled certain requirements such as learning Norwegian and having a job, but there is no automatic right to permanent residency after several years on a residence permit unless there is some other reason justifying why it should be granted. This makes people who want to stay long term more vulnerable than before since they could easily lose their status after making one mistake, getting laid off without being able to find another job etc. In case someone loses his former residence permit he need a new visa which takes months to sort out. For these reasons many people try to go through the bureaucratic process as fast as possible instead of building up a safety net with family life, work , education etc. Now the government wants to make it easier to gain permanent resident status after only nine months by introducing a new type of residence permits. These are called "permanent residence cards" and replaces both former types of permission to reside namely 'tidligere vignette' and "kontrollvignette".
From April 2017, all applications shall be considered according to two criteria:
– Whether the general conditions of the Law on Residence in Norway have been met – Which means that the applicant ought to fulfil basic rights such as working, receiving social security benefits etc even though the applicants income might fall below the minimum subsistence level. According to this criterium the main focus lies on how well the applicant integrates into Norways society. Applicants need to show knowledge of Norwegian language、have had a steady employment or studied for
